I. Policy Review: Hydrogen Policy Dynamics

(I) Domestic Policies

Ministry of Industry and Information Technology:Issued the "National Recommended Catalog of Energy-saving and Carbon Reduction Technology Equipment in the Industrial and Information Technology Fields (2025 Edition)" via Announcement No. 37 of 2025, which includes 9 clean and low-carbon hydrogen production and application technologies, covering key areas such as hydrogen production, core components, storage and transportation applications.

Hainan Provincial Development and Reform Commission:Released the "Notice on Carrying out the Construction of Zero-carbon Parks in Hainan Free Trade Port." The document mentions improving the new system for transportation decarbonization. It promotes the transformation and upgrading of green transportation infrastructure in parks, improves green infrastructure such as charging piles, battery swapping stations, and hydrogen (alcohol) refueling stations, promotes the application of shore power for ports, land-based power for airports, and the conversion of oil engines to electricity, and encourages the application of vehicle-grid interaction technologies. It aims to increase the proportion of green transportation in parks, supports the use of new energy trucks, logistics vehicles, ships, and other green transportation methods in parks, and accelerates the low-carbon and diversified replacement of transportation tools.

Wuhan City, Hubei Province:"Public Notice of the Municipal Bureau of Economy and Information Technology on the Audit Results of the Second Batch of Fiscal Funds for Supporting Hydrogen Energy Industry Development in 2025." According to the "Municipal People's Government's Opinions on Supporting Hydrogen Energy Industry Development" (Wuzhengui [2022] No. 4) and the "Notice of the Municipal Bureau of Economy and Information Technology on Issuing the Measures for the Management of Fiscal Funds for Supporting Hydrogen Energy Industry Development in Wuhan City" (Wujingxingui [2022] No. 8), the Municipal Bureau of Economy and Information Technology organized the application for the second batch of fiscal funds for supporting hydrogen energy industry development in 2025, and has completed the district-level review and third-party audit procedures. Based on the audit results, five enterprises were approved for a total of 9.0952 million yuan in fiscal funds to support hydrogen energy industry development, including 4.5476 million yuan in municipal funds.

Chongqing:"Chongqing Hydrogen Refueling Station Industry Development Plan (2025–2035)." The document specifies that by 2035, the city will have cumulatively built 72 hydrogen refueling stations, including 60 planned new stations. The hydrogen supply capability is expected to reach 25 million kg/year, laying a solid infrastructure foundation for the development of the hydrogen energy industry. To orderly advance the achievement of the goals, the plan divides the construction tasks into three key phases. The first phase (2025–2027) focuses on completing the construction of 10 new hydrogen refueling stations, achieving a daily hydrogen supply capacity of 15,000 kg, and initially building a regional hydrogen refueling service network to provide initial support for hydrogen energy applications. The second phase (2028–2030) continues to expand the construction scale, adding 20 new hydrogen refueling stations, by which time the daily hydrogen supply capacity will increase to 40,000 kg, further broadening the coverage of hydrogen refueling services and significantly enhancing service efficiency. The third phase (2031–2035) aims to fully complete the construction of 30 new hydrogen refueling stations, with the daily hydrogen supply capacity exceeding 70,000 kg, fully achieving the overall construction goals set by the plan and providing a solid guarantee for the high-quality development of the city's hydrogen energy industry.

(II) Overseas Developments

European Commission:On December 8, the EU launched a clean technology financing plan totaling €520 million (approximately RMB 5.6 billion). This funding, sourced from EU Emissions Trading System revenues, is part of the €6 billion clean technology budget planned for the full year 2025 under the EU's Clean Industrial Deal.

Gascade Gastransport GmbH:Completed the conversion of a 400-kilometer hydrogen pipeline in Germany, which will become part of a 9,000-kilometer German hydrogen core network aimed at connecting all major hydrogen production and consumption regions across Germany.

LONGi Green Energy Technology Co., Ltd.:Acquired an Italian energy storage company (BESS) to expand into the European solar-battery-hydrogen storage market, with the goal of becoming a comprehensive "solar-hydrogen storage energy solution provider."

II. Enterprise Dynamics: Project Signings and Technical Cooperation

(I) Project Intelligence

Dalian Fude Jinyu New Energy Co., Ltd.:The world's first 10kt-level high-efficiency magnesium-based solid-state hydrogen storage material demonstration project, led and constructed by the company with a total investment of RMB 248 million, officially broke ground in Yuheng Industrial Park, Yulin City, Shaanxi Province.

 

Linde LienHwa (LLH):Partnered with CPC Corporation to launch two hydrogen refueling stations. CPC's Nanzih Hydrogen Refueling Station in Kaohsiung can serve up to 7 hydrogen-powered buses daily, supporting refueling for fuel cell vehicles at both 700-bar and 350-bar pressures.

Ulanqab Municipal People's Government: Inthe "Proposal of the Ulanqab Municipal Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development," it explicitly stated that it will fully advance the construction of the hydrogen pipeline project from Ulanqab to the Beijing-Tianjin-Hebei region. Currently, the "Safety Demonstration for the Hydrogen Pipeline Transmission Demonstration Project from Ulanqab City, Inner Mongolia to the Beijing-Tianjin-Hebei Region" has successfully passed a comprehensive review organized by Sinostar. It is reported that the project has a total length of approximately 1,132 kilometers, a design pressure of 6.3 MPa, an initial hydrogen transmission capacity of 100,000 mt/year, and a long-term plan to increase it to 500,000 mt/year. Once completed, the pipeline will be able to stably supply green hydrogen to key regions and enterprises such as Xiong'an New Area, Shijiazhuang Refining and Chemical, Tianjin Petrochemical, and Yanshan Petrochemical.

Guangzhou Development Nansha Investment Co., Ltd.:Issued a hydrogen fuel cell procurement project for single-source procurement. The procurement involves one hydrogen fuel cell refrigerated insulated truck for daily meal delivery to the staff canteen of the Guangzhou Development Nansha Management Service Center. The supplier has now been confirmed as GAC Lingcheng New Energy Commercial Vehicle Co., Ltd.

State Grid Fujian Integrated Energy Service Co., Ltd. : The hydrogen refueling station in the Lin Kong Economic Zone of Xiamen City, Hainan Province, has commenced operations. It is understood that this hydrogen refueling station adopts a more flexible and lightweight skid-mounted design, equipped with hydrogen gas pressurization and refueling equipment, featuring high pressure, high efficiency, and comprehensive safety. Its daily hydrogen refueling capacity can reach kg.

(II) Enterprise Updates

CIMC Shijiazhuang Enric : The "121MPa ultra-high-pressure hydrogen storage bottle group" and "medium-to-high-pressure green hydrogen large-scale storage and transportation equipment" have successfully rolled off the production line and been shipped to customers.

Shanghai Shangneng Green Aviation New Energy Co., Ltd. : Aerospace kerosene refined through one-step synthesis from CO2 coupled with green hydrogen has completed authoritative testing by the Second Research Institute of China Civil Aviation. The physicochemical indicators of the prepared oil products meet the standards for sustainable aviation fuel (SAF).

Shanghai Environment and Energy Exchange : The "First National Cross-Regional Hydrogen Transportation Carbon Incentive Asset Trading and Strategic Signing Ceremony between Shanghai EEX and Jiaxing Transportation Bureau" was successfully held in Shanghai, co-organized by the Jiaxing Transportation Bureau and the Jiaxing Ecological Environment Bureau.

Chengdu Hydrogen Temperature Technology Co., Ltd. : Purchased 4,000 units of hydrogen-electric shared bicycles from Hydrogen Aviation Technology.

Honda (Honda) : Recalled its hydrogen plug-in hybrid vehicle CR-V e:FCEV in the US due to potential leakage of the fuel cell stack coolant, which could cause a short circuit leading to power loss, thus "increasing the risk of collision or injury." This recall may affect 388 vehicles, with an estimated 60% of these vehicles having defects that could lead to leaks.

Cangzhou Rongshuo Hydrogen Energy Technology Co., Ltd. : The first batch of 50 hydrogen-powered heavy trucks has officially entered service, injecting new momentum into the green transformation of the transportation and freight sector in the Beijing-Tianjin-Hebei region.

III. Technological Advancements: Breakthroughs in Efficiency and Cost

(I) Production, Storage, and Transportation Sectors

Beijing Hydrogen Innovation Center : At the "Hydrogen Heart Peer, Innovate for the Future" Beijing Hydrogen Innovation Center Achievements Release Conference, the Beijing Hydrogen Innovation Center announced the results of its forward-designed heavy truck hydrogen-electric integrated chassis R&D project. Version 2.0 of the heavy truck achieved a hydrogen consumption rate of 7.1 kg per 100 km under plain terrain conditions, and the vehicle can be rapidly charged, with refueling completed within 10-15 minutes.

CIMC Enric: The 38.7m³ Type II tube trailer container project product, developed by Shijiazhuang Enric Gas Machinery Co., Ltd. under CIMC Enric, has successfully rolled off the production line.

Chinese Academy of Sciences:The new technology of sprayed ultra-high performance concrete (SUHPC), jointly developed by CCCC Second Harbor Engineering Co., Ltd. and the Wuhan Institute of Rock and Soil Mechanics of the Chinese Academy of Sciences, has been successfully applied in the initial tunnel support project of China's first rock cavern hydrogen storage facility—the Daye Rock Cavern Hydrogen Energy Storage System in Hubei.

Foshan Xianhu Laboratory:The industry's first "zero-carbon ammonia-fueled aluminum billet heating furnace" for aluminum extrusion production was launched at Foshan Xianhu Laboratory. This equipment enables zero-carbon operation in the aluminum processing heating stage, marking a significant step forward in the green transformation of China's aluminum processing industry.

Shougang Group Co., Ltd.:Successfully developed a full series of hydrogen pipeline steels, including B/X42/X52/X60/X65MH, breaking through six key technical bottlenecks such as hydrogen embrittlement damage and low-temperature toughness, and forming a relatively complete product matrix for hydrogen pipeline steels.

Baoshishan (Qinhuangdao) Steel Pipe Co., Ltd., a subsidiary of CNPC:Successfully trial-produced various specifications of "longitudinal submerged arc welded pipes" for pure hydrogen transportation.

(II) Fuel Cell Technology/Product Updates

South China University of Technology:The team led by Chen Yu discovered a Ce₀.₆Ni₀.₂Cu₀.₂O₂ nanocatalyst with a heterogeneous structure, contributing to high-performance direct methanol protonic ceramic fuel cells.

Wuhan University of Technology:Professor Tang Haolin's team collaborated with Professor Jin Huanyu from the Shenzhen Institute of Advanced Technology, Chinese Academy of Sciences. They proposed a strategy of "coupling electron-withdrawing groups to enhance proton delocalization," reducing the proton delocalization energy barrier in perfluorosulfonimide-phenyl*acid (PFSI-BPA) membranes through molecular structure design, achieving synergistic improvement in efficient proton conduction and thermal stability, which was confirmed through a combination of in-situ measurements and theoretical calculations.

Xi'an University of Architecture and Technology:By carefully designing the structure in a titanium dioxide electrolyte and leveraging the synergy between polystyrene sphere templates and lithium-based electrodes, the team successfully induced an "online in-situ structural transformation" inside the battery, ultimately forming a stable lithium-titanium-oxygen-carbon heterogeneous structure.

Hydrogen Energy Co., Ltd.:Launched a 3MW fuel cell power generation system applicable for backup power scenarios in data centers.

CIMC ENRIC:The first set of marine methanol supply skids developed by its subsidiary Jingmen Hongtu Company successfully passed certification from the China Classification Society and obtained the CCS product certificate.
